ENVIRONMENT:
PROVIDE critical oversight of the planning, coordination, and execution of property development projects from inception to completion as the next Property Development Manager sought by a dynamic Property Management & Development company. The role further entails managing all aspects of property development, including site acquisition, feasibility studies, municipal and other legal approvals, design, construction, and project delivery, while ensuring projects are completed on time, within budget, and to the highest quality standards. The ideal candidate will have strong Project Management skills, a deep understanding of Real Estate development processes, and the ability to collaborate with internal and external stakeholders. Ideal candidates will have experience in residential new builds and conversions, and have a strong background in Programming, Construction and the JBCC, with a track record in delivering large-scale projects on time and in budget.
DUTIES:
Project Planning and Feasibility -
- Conduct market research and feasibility studies to assess project viability.
- Identify and evaluate potential development sites for acquisition.
- Prepare project budgets, schedules, and financial proformas.
Site Acquisition and Due Diligence -
- Negotiate land purchases.
- Coordinate due diligence processes, including environmental assessments, zoning analysis, and title reviews.
- Full scale due diligence and packaging of schemes.
Town Planning and Approvals -
- Manage the transfer process, including securing necessary urban design, heritage, NHBRC, zoning approvals, and regulatory compliance.
- Liaise with local government agencies, planning boards, and community stakeholders.
Design and Construction Oversight -
- Collaborate with Architects, Engineers, and Contractors to develop project designs that align with project goals.
- Develop and manage construction programmes, tender processes, and contractor appointments.
- Oversee construction activities, ensuring adherence to plans, specifications, and timelines. Strong focus on Program Management.
- Monitor project progress and resolve issues that arise during construction. The candidate must have the requisite experience to foresee project hurdles and delays, and problem solve accordingly.
Financial Management -
- Manage project budgets, track expenditures, and ensure cost control measures are in place. Ensure PPS are tracked and issued timeously.
- Issue information to EXCO for financing or investment applications for development projects as needed.
- Prepare regular financial reports for senior management and stakeholders.
Stakeholder Coordination –
- Build and maintain relationships with investors, lenders, contractors, and other key stakeholders. As well as manage or consultants and service providers.
- Communicate project updates and milestones to internal teams and external partners.
Risk Management -
- Identify potential risks and develop mitigation strategies to ensure project success.
- Ensure compliance with health, safety, and environmental regulations.
Project Delivery and Closeout –
- Oversee project handover to Property Management teams or tenants, to the satisfaction of the in-house Property Management team.
- Ensure all documentation, warranties, and permits are properly archived.
REQUIREMENTS:
Qualifications –
- Bachelor’s Degree in Real Estate, Construction Management, Architecture, Civil Engineering, Business Administration, or a related field (Master’s Degree or MBA preferred). Will also accept candidates with background in Quantity Surveying or Town Planning.
- Project Management Professional (PMP) or similar Certification – preferred to have.
Experience/Skills –
- 5+ Years of experience in Property Development, or Construction Project Management.
- Proven track record of successfully managing large-scale development projects from start to finish. R50 million+.
- Strong knowledge of real estate markets, zoning regulations, and construction processes.
- Excellent financial acumen, with experience in budgeting, forecasting, and cashflow management.
- Exceptional Project Management skills, with proficiency in tools like MS Project, Procore, or similar software.
- Must have in depth knowledge of the JBCC and PROCSA agreements.
- May require occasional travel and attendance at evening or weekend meetings with stakeholders.
Advantageous –
- Knowledge of Sustainability practices and Green Building Certifications (e.g., LEED).
